                         Organization of First Courts-Earliest Court Records

February 1, 1804, John Nichols, Reuben Rucker, John Davis Poage, Charles N. Lewis
Moses Fuqua, Jr., John Cadwick, George Hardwick, and Jacob Lockwood produced
commissions from His Excellency, the Governor of Kentucky, constituting and appointing
them justices of the peace for the said County of Greenup. Whereupon the said Reuben
Rucker administered the oath of fidelity to the Constitution of Kentucky, the pledge to
support the Constitution of the United States and the oath of office as justice of the peace
to the said Reuben Rucker, John Davis Poage, Charles N. Lewis,Moses Fuqua, Jr., John
Cadwick, George Hardwick, and Jacob Lockwood. Thereupon a court was held for the
County of Greenup. Whereupon he took the necessary oaths and entered into bond with
Jesse B. Boone and Reuben Rucker, his securities, as the law directs.

The court then appointed Issac Hockaday as clerk protem. Whereupon he took the neces-
sary oaths and entered into bond with John Nichols and Jesse Boone, his securities.

James Howe was appointed Commissioner of Revenue Tax for the present year.Whereup-
on he took the necessary oath with Robert Poage as his security.

On motion of  Issac Hockaday, Clerk of the Court, John Hockaday was permitted to take
the necessary oath (as deputy clerk?) with John Nichols, Moses Fuqua and William Lowery
(as sureties on his) bond to Governor Garrard in the sum of 1,000 pounds.

James Clark and Thomas Daugherty qualified as attorneys-at-law. James Clark was appointed
as Commonwealth's Attorney.

Court of Quarter Sessions

A Court of Quarter Sessions was organized February 20, 1804, at the home of Andrew Hood
with Thomas Waring, Jesse B. Boone and Seriah Stratton as judges.

Circuit Court

The first Circuit Court was organized May 6, 1806, with Honorable John Colvin, Judge: Thomas
Waring and Jesse B. Boone, Assisiant Judges; John Hockaday, Clerk; and Thomas Grayson,
Commonwealth's Attorney.

Thomas Daugherty, David Trimble, Robert Grayson, James Clark and William Roper qualified as
attorneys-at-law.

First Grand Jury

The first grand jury empaneled for the county consisted of Robert Poage, Robert Davidson, John
Davis Poage, William Lowery, David Ellington, Benjamin Uling (Ulen), Thomas Hood, Absolem
Burton, James Lowery, James Norton, Jesse Griffith, James McGinness, James Warnick, John
How, John Terrill, Andrew Hood, and William Dupuy.

First Public Road Established

On motion of Jesse Boone it is ordered that John Mackoy, Andrew Hood, Josiah Davidson and
Andrew Wolf be appointed to review the necessary and best way for a road to be opened from
the county line opposite the mouth of Scioto River to the mouth of Big Sandy and make same to
